Featuring Stephen J. Small, Esq.
National Expert on Tax Planning and Private Land Conservation
WORKSHOP OVERVIEW
The purpose of the workshop
is to provide professional advisors (attorneys, accountants,
financial planners), landowners, and government agency personnel
with information on the financial benefits of conservation
easements. The morning session will provide an introduction
to conservation easements led by Amy Edge, General Counsel
for the Tar River Land Conservancy and will include a session
focusing on the federal income tax deduction available to
landowners who donate a conservation easement on a portion
or all of their property. Special focus will be given to the
recent changes to the tax law approved by Congress which increase
the federal deduction and the time over which the deduction
can be taken. The tax law overview will be led by Mr. Stephen
Small of Boston, MA. Mr. Small wrote the Federal Income Tax
Regulations on conservation easements in the 1980s while serving
as attorney-advisor in the Office of Chief Counsel of the
Internal Revenue Service.
The lunch session will consist
of a panel of landowners that have participated in conservation
easements. Panel members will discuss their experiences with
the various programs and answer questions of workshop attendees.
The afternoon session will
feature James Boykin, who will discuss conservation easement
appraisals. Mr. Boykin is with Boykin Realty Advisors, LLC
in Richmond, Virginia and is a Real Estate Professor Emeritus
at Virginia Commonwealth University. Also speaking will be
Guido van der Hoeven an Extension Specialist with the NC State
University Department of Agriculture and Resource Economics.
Mr. van der Hoeven will discuss estate planning and the NC
Conservation Tax Credit.
